Working out does not necessarily change the fact that you need to use the proper cleanser and moisturizer. It is best to wash your face with water and a proper cleanser that works well with your skin type.
If you work out indoors, you won’t need to wear any sunscreen, SPF, or cream before your workout because as you work out, your skin pores open and will suck all the cream and oil inside your skin which can cause irritation or acne.
Until then, I’d wait until AFTER your workout and then use a moisturizer and a cleanser + the SPF.
However, if you do your workouts outside, there is no choice but to wear sunscreen/SPF before your workout. You can skin the moisturizer before your workout, and then when you are done with your exercise, make sure to cleanse and wash, then wear your moisturizer and then reapply SPF. Your SPF should be at least SPF 30 or higher with UVA and UVB protection.
Working out is good for you, and so is taking care of your skin! It’s important to do both!
